I. Objectives of the conference

The new Western-style education was considered as a milestone in the transition process from traditional education to modern education in East Asia from the second half of the 19^th century. This educational system contributed to modernize East Asian countries in all fields ranging from ideology, politics, economic, culture, society, science technology to religion, beliefs etc. The achievements of many East Asian countries in which the new Western-style education from the second half of 19^th century is a vital part has become practical reference framework for other countries in the region. This is a significant scientific and practical issues that need to be fully and objectively researched and evaluated. In order to satisfy these requirements, University of Education, Hue University in collaboration with Aix Marseille University, France; French Institute in Vietnam; Vietnam National Institute of Culture and Art Studies and other national and international universities and research centres to organize the international scientific conference on “The new Western-style educational system in East Asia and Vietnam from the second half of the 19^th century to the end of the 20^th century”.

The conference will help to systematically and comprehensively clarify the role of Western-style educational system in the historical process of East Asian countries based on the modern perspective; affirm the achieved values of new Western-style education in comparison between East Asian countries and Vietnam. From which the conference could give out recommendations for educational reform in Vietnam. The conference h outcomes and cooperate in research and academic activities.

II. Themes

The conference concentrates on the following themes:

Theme 1: Historical background, establishment and development of Western - style education in East Asia in general and in specific countries and territories such as Japan, China, North Korea, South Korea, Taiwan, Vietnam etc in particular.

Theme 2: Organization, activities, curriculum of Western-style education in East Asian countries and Vietnam

Theme 3: Organizations, individuals that made significant contributions to Western-style education in East Asian countries and Vietnam

Theme 4: Achievements of Western-style education in East Asian countries and Vietnam

Theme 5: The role, position and meaning of Western-style education in the modernization process of East Asia countries and Vietnam

Theme 6: General characteristics of Western-style education in East Asia and the specific characteristics of Western-style education in each country including Vietnam

Theme 7: Heritages and values of Western-style education in the modern era

Besides, the conference organizers also encourage papers on Western-style education in other Asian countries

I. Mục đích hội thảo

Trong quá trình chuyển biến của giáo dục truyền thống sang giáo dục hiện đại của khu vực Đông Á từ nửa sau thế kỷ XIX, giáo dục Tân học là một bước ngoặt mang tính quy luật. Nền giáo dục này đã góp phần hiện đại hóa các quốc gia Đông Á trên nhiều lĩnh vực từ tư tưởng, chính trị, đến kinh tế, văn hóa, xã hội, khoa học kỹ thuật, tôn giáo, tín ngưỡng, … Những thành tựu mà nhiều quốc gia Đông Á đạt được, trong đó có vai trò của giáo dục Tân học từ nửa sau thế kỷ XIX đến nay, đã trở thành khung tham chiếu có ý nghĩa thực tiễn cho các quốc gia khác trong khu vực. Đây là vấn đề khoa học và thực tiễn lớn cần được nghiên cứu, đánh giá đầy đủ, khách quan. Đáp ứng yêu cầu này, Trường Đại học Sư phạm, Đại học Huế phối hợp với Viện Nghiên cứu châu Á thuộc Đại học Aix-Marseille (Pháp), Viện Pháp tại Việt Nam, Viện Văn hoá Nghệ thuật Quốc Gia Việt Nam và một số học viện, trường đại học khác tổ chức Hội thảo khoa học quốc tế: “Giáo dục Tân học ở Đông Á và Việt Nam từ nửa sau thế kỷ XIX đến cuối thế kỷ XX”.

Hội thảo hướng đến làm sáng tỏ khuynh hướng giáo dục này trong tiến trình lịch sử các quốc gia Đông Á một cách hệ thống và toàn diện hơn trên quan điểm hiện đại; khẳng định giá trị đạt được của giáo dục Tân học đặt trong sự đối sánh giữa các nước Đông Á và Việt Nam. Từ đó, Hội thảo đưa ra những khuyến nghị cho công cuộc cải cách giáo dục Việt Nam hiện nay. Hội thảo cũng là cơ hội để các nhà khoa học ở Việt Nam và các nước công bố kết quả nghiên cứu và giao lưu trao đổi, hợp tác nghiên cứu học thuật lâu dài trong thời gian đến.

II. Nội dung hội thảo

Hội thảo tập trung vào những chủ đề sau đây:

Chủ đề 1: Bối cảnh lịch sử, quá trình hình thành và phát triển của giáo dục Tân học ở khu vực Đông Á nói chung và ở từng quốc gia, vùng lãnh thổ nói riêng: Nhật Bản, Trung Quốc, Triều Tiên, Hàn Quốc, Đài Loan, Việt Nam,…

Chủ đề 2: Tổ chức, hoạt động, chương trình dạy học của nền giáo dục Tân học ở các nước Đông Á và Việt Nam.

Chủ đề 3: Những tổ chức, nhân vật có đóng góp quan trọng trong nền giáo dục Tân học ở các nước Đông Á và Việt Nam.

Chủ đề 4: Thành tựu của nền giáo dục Tân học ở các nước Đông Á và Việt Nam.

Chủ đề 5: Vị trí, vai trò và ý nghĩa của nền giáo dục Tân học trong quá trình hiện đại hóa của các quốc gia Đông Á và Việt Nam.

Chủ đề 6: Đặc điểm chung của giáo dục Tân học khu vực Đông Á và đặc điểm riêng trong giáo dục Tân học ở mỗi nước và Việt Nam.

Chủ đề 7: Di sản và giá trị của giáo dục Tân học trong thời đại ngày nay.

- Ngoài ra, Hội thảo cũng quan tâm đến giáo dục Tân học ở các quốc gia châu Á khác.

VIII. Kỷ yếu Hội thảo và quy cách trình bày bản thảo

1. Tất cả các báo cáo được Hội thảo chấp nhận sẽ xuất bản trong một Kỷ yếu toàn văn có chỉ số ISBN tại Việt Nam.

2. Quy cách trình bày

- Ở đầu báo cáo cần có phần Tóm tắt và Từ khóa. Nếu là bài báo tiếng Việt thì có thêm tên bài báo (Title - dịch từ Tiêu đề bài báo), phần Tóm tắt bằng tiếng Anh (Abstract) và Keywords (dịch từ phần Tóm tắt và Từ khóa tiếng Việt).

- Báo cáo phải được đánh máy vi tính trên file MS Word, theo định dạng sau: Font chữ Times New Roman, bảng mã Unicode, Size: 12; Paper size: width: 20 cm, height: 27 cm; Margin: top: 3.5 cm, bottom: 2,5 cm, left: 3 cm, right: 2 cm; first line: none, khoảng cách giữa các đoạn: before: 6 pt; after: 0 pt, Line spacing: single.

“The new Western-style Educational System in East Asia and Vietnam from the second half of the 19^th century to the end of the 20^th century”

After issuing the first announcement on April 16, 2021, the Organizing Committee of the international conference on “The New Western-style Educational System in East Asia and Vietnam from the second half of the 19^th century to the end of the 20^th century” has received great attention from researchers, lecturers, students in the country and abroad.

On the basis of the success of the International Conference on Franco-Vietnamese education from the end of the 19^th century to the end of 20^th century, The new Western-style educational system in East Asia and Vietnam from the second half of the 19^th century to the end of the 20^th century (NWEEAV 2021) focuses on the importance of culture and education in the modern time. In order to organize annual international conference on culture and education, the conference organizing committee has decided to change the name of NWEEAV conference into The 2^nd International Conference on Culture and Education 2021 with the theme The new Western-style educational system in East Asia and Vietnam from the second half of the 19^th century to the end of the 20^th century (NWEEAV 2021).

II. Keynotes of the conference

1. Prof. Vladimir N. Kolotov, Doctor of Historical Sciences 

Head of The Far East History Department, Director of the Ho Chi Minh Institute, St. Petersburg State University Russia

Pro.Dr. Vladimir N. Kolotov will deliver a keynote speech on The influence of Soviet political theory on Vietnam in the mid-twentieth century in the field of political theory

 2. Assoc.Prof.Dr. Dinh Quang Hai, former Director of the Institute of History, Editor-in-Chief of Historical Studies Journal. Assoc.Prof.Dr. Dinh Quang Hai will deliver a keynote speech on The transition from traditional Confucian education and modern education in Vietnam from the end of the 19^th century to the beginning of the 20^th century. 

3. Professor S. Gopinathan. He is currently Adjunct Professor at the Lee Kuan Yew School of Public Policy, National University of Singapore and Director, Operations of The HEAD Foundation. He served as the Dean of the School of Education (Mar 1994 till June 2000), at the National Institute of Education, Nanyang Technological University.

Prof S Gopinathan will deliver a keynote speech on Singapore’s education Journey. 

4. Prof. Olivier Bailblé, Asian Research Institute, Aix Marseille University, France will deliver keynote speech on Le passage du système d’enseignement traditionnel au système moderne en Corée (The shift from traditional to modern education system in Korea).

5. Prof. Nguyen Phuong Ngoc, Asian Research Institure, Aix Marseille University, France will deliver a keynote speech on "La réforme de l’enseignement à travers le parcours du poète Tan Da (1889-1939), l’homme des deux siècles". (The educational reform through the journey of Tan Da poet (1889-1939) – the man of the two centuries)

VII. Other regulations and benefits of conference papers

Papers submitted to the conference must have never been published in any book, journal or conference/workshop, around 6.000 to 7.000 words. The author is responsible for the content, accuracy, citation and copyright of the paper. Papers citation and references must follow APA style (please refer to https://guides.libraries.psu.edu/ apaquickguide/overview or https://bit.ly/3rvHnX5)

 Papers with high scientific quality will be invited to present at the conference, printed full paper in the conference proceedings with International Standard Serial Number, published in Vietnamese, English and French. Especially high qualified papers will be introduced to Asia Pacific Journal of Education (APJE) and other international journals via THF.

2. PGS.TS. Đinh Quang Hải, nguyên Viện trưởng Viện Sử học Việt Nam, Tổng biên tập Tạp chí Nghiên cứu Lịch sử trình bày đề tài: Sự chuyển đổi từ giáo dục truyền thống sang giáo dục hiện đại ở Việt Nam cuối thế kỷ XIX đầu thế kỷ XX.

3. GS. Gopinathan, cố vấn cao cấp của THF, nguyên Viện trưởng Viện Quốc gia giáo dục Singapore, trình bày đề tài: Singapore’s Education Journey (Hành trình giáo dục Singapore).

4. TS. Olivier Bailblé, Viện nghiên cứu châu Á (Đại học Aix Marseille, Cộng hòa Pháp) trình bày đề tài: Le passage du système d’enseignement traditionnel au système moderne en Corée (Từ giáo dục truyền thống sang giáo dục hiện đại ở Triều Tiên).

5. PGS.TS. Nguyễn Phương Ngọc, Viện trưởng Viện nghiên cứu châu Á (IrASIA), Trường Đại học Aix-Marseille, Cộng hòa Pháp trình bày đề tài: La réforme de l’enseignement à travers le parcours du poète Tan Da (1889-1939), l’homme des deux siècles. (Công cuộc cải cách giáo dục qua hành trình của thi sĩ Tản Đà (1889-1939), con người của hai thế kỉ).

VI. Hình thức tổ chức

- Trực tiếp kết hợp trực tuyến.

- Ngoài mức phí đã được quy định trong Thông báo số 1, những người muốn tham dự hội thảo theo hình thức trực tuyến sẽ phải đăng kí trước với Ban Tổ chức để được cấp tài khoản. Mức lệ phí là 200.000 VNĐ.

VII. Các quy định và quyền lợi đối với bài viết tham dự hội thảo

Bài viết gửi đến hội thảo phải chưa từng được công bố ở bất kỳ sách, tạp chí hay hội thảo khoa học nào, có độ dài từ 6.000-7.000 từ. Tác giả chịu trách nhiệm về nội dung, tính chính xác của các trích dẫn và tính hợp pháp bản quyền của bài viết. Các trích dẫn và tài liệu tham khảo được viết theo chuẩn APA (Tham khảo tại: https://guides.libraries.psu.edu/apaquickguide/overview hoặc https://bit.ly/3rvHnX5)

Những bài viết có chất lượng khoa học sẽ được Ban Tổ chức mời trình bày tại hội thảo, in toàn văn trong Kỷ yếu có chỉ số quốc tế, xuất bản bằng 3 thứ tiếng (Việt, Anh và Pháp). Ngoài ra, những bài có chất lượng tốt và tác giả có mong muốn sẽ được Ban Tổ chức (thông qua Tổ chức THF) hỗ trợ giới thiệu đến tạp chí Asia Pacific Journal of Education (APJE) và một số tạp chí khác.
